Guide to digitalising federation licences

Federation licence management is still manual in most Spanish sports federations. Paper forms, bank transfers and folders of records. This guide explains how to modernise the process from start to finish.

The current state of licences in Spain

In many regional sports federations, processing a licence still involves paper, email and manual verification. The typical flow looks like this:

  • The athlete or their club downloads a PDF form
  • They fill it in by hand and hand it to the club delegate
  • The club makes a bank transfer to the federation
  • The federation verifies the payment manually
  • Somebody records the licence in a spreadsheet or a local database
  • A confirmation is sent by email or letter

This process can take days or weeks. It creates queues at the start of the season and adds up to dozens or hundreds of hours of administrative work per season.

What "digitalising" licences really means

Digitalising is not just "using a computer instead of paper". A genuinely digital licence has these characteristics:

  • Online processing with integrated payment: The club applies from a web dashboard and pays by card or direct debit on the spot.
  • Automatic eligibility checks: The system verifies that the athlete meets the requirements (age, category, not registered with another club in the same scope).
  • Verifiable digital licence: The athlete can access their licence in digital format with a QR code that any referee can scan.
  • Real-time federation dashboard: The federation sees at any moment how many active licences there are, by club, category and gender.
  • Traceable history: Every change is recorded with date, user and reason.

Step 1: Map out your licence types

The first step is to take stock of every licence type your federation offers. For each type you need to define:

  • Name and code of the licence type
  • Which categories it applies to (under-10, under-12, under-14, under-16, junior, senior, veteran...)
  • Available genders (male, female, mixed)
  • Price for each category + gender combination
  • Required documents (ID, medical certificate, photo...)
  • Validity period (normally a full season, although short-term licences may exist)
Important: Document all these prices in a table before configuring the system. Errors in licence pricing generate complaints that are hard to resolve afterwards.

Step 2: Define the club-led application flow

In most federations, licences are processed through affiliated clubs rather than directly by the athlete. The standard digital flow is:

  • The club delegate logs into the federation dashboard with their credentials
  • They search for the athlete, or create a record if they are new
  • They select the licence type and the season
  • The system automatically checks eligibility (category, previous club, restrictions)
  • If everything is correct, they proceed to online payment
  • The licence becomes active automatically once payment is confirmed
  • The athlete receives a notification and can see their digital licence in the app

This flow removes any manual intervention by the federation in standard cases. Only cases with issues (incomplete paperwork, restrictions, transfers) require a manual review.

Step 3: Roll out the digital licence in a mobile app

Once the licence has been issued digitally, the next step is letting the athlete access it from their phone. That brings several practical benefits:

  • The referee can verify the licence by scanning the QR code before the match
  • Physical paper licences are no longer needed
  • The athlete always has their licence to hand, with no risk of losing it
  • The federation can flag licences as suspended and the effect is immediate

QR verification is especially useful in competitions with multiple referees who do not know every athlete. Instead of checking a paper list, they scan and the system confirms whether the licence is active and in which category.

Step 4: Handle transfers with a traceable history

Transfers between clubs are one of the most contentious areas of federation management. An athlete changing clubs must follow a controlled process that guarantees:

  • That the club of origin is aware of the transfer and is not blocking it
  • That the transfer windows set out in the rulebook are respected
  • That the athlete cannot belong to two clubs in the same scope at the same time
  • That a record remains of every club the athlete has played for
Tip: Set out the transfer windows clearly in your rulebook before digitalising the process. The system should enforce those rules automatically, blocking transfers outside the permitted window.

Step 5: Connect licences with competitions and match records

Digital licences deliver their full value when they are integrated with the competition system. That makes it possible to have:

  • Automatic verification in match records: The referee can only add athletes with an active licence in that category to a record.
  • Real-time eligibility control: The system prevents an unlicensed player from taking part in an official competition.
  • Cross-referenced statistics: How many licensed athletes have played in each category this season.

This integration removes the manual checks the referee or technical delegate used to carry out before every match.

How long does the transition take?

Fully digitalising the licence system of a regional federation with between 30 and 150 affiliated clubs usually takes:

  • System configuration: 2-3 days (licence types, pricing, clubs)
  • Historical data migration: 3-5 days (with vendor support)
  • Delegate training: 1-2 online sessions of one hour
  • Bedding-in period: 2-4 weeks covering the first applications of the new season
